Alan I. Robbins

Al Robbins is a career energy lawyer. His energy practice is focused on electric resource and transmission management, operation, and regulation for electric utilities (principally municipal and cooperative electric systems) and large end-users of electric power. His clients include municipal joint action agencies, generation and transmission cooperatives, individual municipal and cooperative electric systems, larger end-users and other market participants.

A significant part of his practice entails helping clients interface with the Federal Energy Regulatory Commission on regulatory procedures, tariff and other rate filings, merger proceedings, and hydroelectric licensing and licensing compliance. Mr. Robbins is also engaged in the proceedings before the Nuclear Regulatory Commission relating to the proposed high level waste repository at Yucca Mountain, Nevada.

Much of Mr. Robbins' work focuses on helping clients interact with Regional Transmission Organizations, including the Midwest Independent Transmission System Operator, the PJM RTO, and the Southwest Power Pool RTO. The constantly changing landscape of the electric power industry brings new challenges to his clients and requires ongoing evaluation and modification of their business and legal strategies.

Mr. Robbins is active in project development, including new hydroelectric and other renewable resources. Much of this work involves development of project participation agreements, and power purchase and sale agreements. Transmission matters related to new projects is commonly involved as well.

Mr. Robbins has been selected by his peers for inclusion in The Best Lawyers in America®, 2007-2013, published by Woodward/White, Inc. in the category of Energy Law. He has also been named as a 2010 to 2012 and 2014 D.C. Super Lawyer by the publishers of Law & Politics Magazine.
