Arnold V. Pamplona is a partner in the law firm of McDermott Will & Emery LLP and is based in the Firm’s Los Angeles Office.
Arnold’s practice focuses on general corporate and health care regulatory matters in connection with mergers, acquisitions, joint ventures, affiliations and dispositions of companies in the health care services industry. He specializes in hospital system and multi-state pharmacy and drug/device distributor changes in ownership.
Arnold also has over ten years’ experience counseling health care providers and affiliated entities regarding administrative appeals, Medicare and Medicaid reimbursement regulations, state and federal licensing requirements, laws governing healthcare fraud and abuse and general health care compliance matters. He regularly advises clients on physician-compensation issues in light of the Stark Law and the federal Anti-Kickback Statute.
In addition to his corporate and regulatory work for clients in the health care services industry, Arnold has extensive experience in representing health care providers in all aspects of civil and administrative litigation. He is a member of the Firm’s Hospitals and Health Systems Representation Affinity Group, as well as the Firm’s Reimbursement/Fraud & Abuse Affinity Group.
Arnold serves as the Firm’s Los Angeles Office Hiring Partner and chairs the Office’s Summer Associate Recruiting Committee. A long-time member of the Firm’s Pro Bono Committee, he was recognized by the American Health Lawyers Association as a “Pro Bono Champion” in 2012, in part for his work on behalf of children seeking political asylum in the United States. In the health care space, Arnold’s pro bono work has benefitted the National Health Law Program (NHeLP) and Korean Health, Education, Information & Research (KHEIR).
Arnold remains involved in the broader community. He was the president of the Philippine American Bar Association of Los Angeles from 2009-2010, and is currently a member of the organization’s Board of Governors. He previously served on the Board of Governors of the Asian Pacific American Bar Association of Los Angeles, and was a member of the planning committee for the 22nd Annual National Asian Pacific American Bar Association Convention.
As an active member of the American Health Lawyers Association (AHLA), Arnold serves on the organization’s Diversity + Inclusion Council, which seeks to promote diversity in the healthcare-law bar.
Arnold, who was named a “Southern California Rising Star” by Super Lawyers Magazine from 2011-2014, is admitted to practice in California. He is fluent in Spanish and conversant in Tagalog.
