Bradley Lui is Managing Partner for the Washington, D.C. office.
Mr. Lui's practice includes the representation of clients in criminal and civil litigation and before federal antitrust enforcement agencies. He has extensive civil and criminal antitrust litigation experience, and regularly represents clients before the Antitrust Division and the Federal Trade Commission in connection with both mergers and acquisitions and cartel matters. He also represents clients in connection with cartel and other matters before antitrust authorities in jurisdictions abroad, including the EU, Korea and Japan.
Mr. Lui regularly represents the State of Alaska in connection with litigation concerning the rates for the Trans Alaska Pipeline System. Among other matters, he served as the lead trial counsel for Alaska in two cases involving overcharge claims of hundreds of millions of dollars before the Federal Energy Regulatory Commission and the Regulatory Commission of Alaska. He has also represented the State in a number of appellate cases before the United States Court of Appeals for the District of Columbia Circuit.
Other representative matters handled by Mr. Lui include acting as lead counsel for the largest U.S. manufacturer of dietary supplements in connection with its antitrust claims against vitamins manufacturers and representing clients in cases involving allegations of price-fixing in the rubber chemicals, consumer electronics, telecommunications and transportation industries.
Mr. Lui also provides antitrust counseling to companies in the consumer electronics, food, pharmaceutical, and technology industries, among others.
He also counsels clients on state safety and soundness licensing laws relating to money transmitters, mobile payment companies, payment instrument issuers, stored value issuers, bill payment companies, etc. as well as the application of federal anti-money laundering regulations under the US Bank Secrecy Act to such entities. Mr. Lui also represent such entities on legislative and regulatory matters pending at state legislatures and regulatory agencies including regulatory enforcement actions.
Prior to joining Morrison & Foerster, he was with the Antitrust Division of the U.S. Department of Justice where he litigated a price-fixing suit against the major U.S. domestic airlines and was involved in investigations of Microsoft, major airline mergers and grand jury investigations. He also served at the United States Attorney’s Office for the Eastern District of Virginia where he tried criminal cases and handled criminal appeals.
