Carlos E. Gutierrez has over a decade of experience advising clients in federal and state regulatory energy matters, primarily before the Federal Energy Regulatory Commission and state public utility commissions. He counsels on compliance with the Federal Power Act and the North American Electric Reliability Corporation and Regional Entity reliability standards, and represents clients in audits and enforcement action proceedings. Carlos also drafts and negotiates energy agreements, including power purchase agreements, interconnection agreements, and transmission service agreements, and advises on ISO/RTO tariff matters.
