Charles Buck

Charles R. Buck is a partner in the law firm of McDermott Will & Emery LLP and is based in the Firm’s Boston office. He focuses his practice on complex transactions and regulatory compliance.

Charlie represents a wide range of clients, including proprietary and tax-exempt hospital systems; academic medical centers and faculty practice groups; accountable care organizations; pharmaceutical companies; and HMOs and other health insurers. He routinely provides regulatory and transactional representation to such clients in connection with acquisitions, joint ventures, strategic affiliations, conversions to tax-exempt status, and other transactional matters. Recently, he has advised clients forming accountable care organizations (ACOs), including organizations forming and operating both Medicare Pioneer ACOs and Medicare Shared Savings Program ACOs. Charlie recently authored the American Health Lawyers Association’s Medicare ACO Participation Waiver of Fraud and Abuse Laws: How It Works and Why ACOs Should Use It.

Charlie’s regulatory practice is focused on Federal fraud and abuse and the Stark law; obtaining and maintaining tax-exemption; HIPAA and health information privacy; state insurance licensure and determination of need law; and general corporate matters.

Charlie has been ranked in Chambers USA: America’s Leading Lawyers for Business (every year since 2006). Chambers USA describes him as "smart, articulate, accessible and an excellent writer, who understands the regulatory nuances of highly complex areas." He is also ranked in Legal 500 and The Best Lawyers in America. In 2014, he was named by Best Lawyers as one of its “2015 Lawyers of Year,” a recognition received by only one lawyer in each specialty in a particular metropolitan area.

After graduating from law school, Charlie clerked for The Honorable Charles R. Breyer of the Northern District of California. He graduated Order of the Coif from Stanford Law School, where he was an Associate Editor of the Stanford Law Review. He graduated Magna Cum Laude from Middlebury College with a B.A. in economics.

Prior to law school, Charlie served on the Professional Staff of the United States Senate Finance Committee for Senator Daniel Patrick Moynihan where he concentrated on health reform and Medicare Part A. He also worked as a Policy Analyst at the Jackson Hole Group where he focused on rural health care and purchasing issues.
