Charles C. Thebaud Jr

Charles C. Thebaud, Jr. is a partner in Morgan Lewis's Energy Practice. Mr. Thebaud focuses his practice on litigation before the U.S. Department of Labor (DOL) and the Nuclear Regulatory Commission (NRC) and on civil litigation before state and federal courts.

In recent years, Mr. Thebaud has primarily represented nuclear power companies and oil pipeline companies in a variety of matters. Principal representations have included an extensive amount of "whistleblower" litigation on behalf of these companies before the DOL, state courts, and in related federal and state government investigations.

In addition to representing clients in government investigations and litigation, Mr. Thebaud has played a key role in assisting clients' management in assessing and enhancing the work environment at various sites. For example, he provided daily, onsite support to the senior leadership at the Millstone Power Station in its successful efforts to re-establish a safety-conscious work environment. He has also served as counsel in many safety culture and work environment assessments at various facilities and power plants.

Mr. Thebaud has also led numerous sensitive wrongdoing investigations on behalf of companies and executive management. These investigations arose out of allegations raised both internally by employees and externally by government agencies.

Mr. Thebaud also has experience in administrative litigation before the Federal Energy Regulatory Commission (FERC). In his representation of various natural gas companies, he participated in certification and enforcement proceedings for major pipeline construction projects, government-initiated investigations, production-related cost proceedings, purchased gas adjustment proceedings, and many general pipeline rate increase proceedings. Mr. Thebaud also participated in many FERC rulemaking proceedings related to the restructuring of the natural gas industry.

Mr. Thebaud graduated from the U.S. Military Academy at West Point, New York, in 1974. After graduation, he served for three years as an infantry officer in the Berlin Brigade. In 1978, the U.S. Army selected Mr. Thebaud to attend law school. He fulfilled the remainder of his military commitment as an attorney in the Judge Advocate General's Corps. As a military prosecutor and Special Assistant U.S. Attorney at Fort Gordon, Georgia, he prosecuted more than 100 felony cases before military and civilian judges and juries.

In 1984, Mr. Thebaud was assigned to the Office of the Secretary of Defense in Washington, D.C. From 1984 through June 1987, he provided legal advice on various matters to the Secretary of Defense and other senior officials in the Department of Defense. He also represented the department in litigation before various administrative agencies and federal courts. After completing his military service in 1987, Mr. Thebaud joined and became a shareholder at Newman & Holtzinger in 1990, which later became Newman, Bouknight & Edgar. He joined Morgan Lewis in 1994.

Mr. Thebaud is admitted to practice in the District of Columbia and Pennsylvania.
