Colin J. Barreno

Colin Barreno is an associate in the Environmental practice of Paul Hastings and is based in the firm’s San Francisco office. His practice focuses on contaminated property cleanup and reuse, land use planning, project environmental impact review, risk assessment, permitting and enforcement, and many other aspects of regulatory compliance.

Mr. Barreno represents diverse clients ranging from developers, counties, landfill operators, recyclers, and renewable energy product manufacturers to individuals, multinational investment management corporations, and tech companies. The capacity of his representation has included negotiating property transfers and environmental liability agreements, advising on CERCLA and petroleum cleanups, engaging state and federal regulatory authorities, appearing in superior court in both civil and criminal enforcement proceedings, and advising on regulatory compliance strategies. Mr. Barreno’s representation has also included advising on all aspects of the CEQA process, from the initial stages of evaluating the appropriate scope of environmental review to administrative appeals and litigation. He has secured favorable results in administrative and judicial proceedings, most notably in a water rights dispute both at the administrative level before the Watermaster, and in subsequent superior court litigation.

Mr. Barreno received his J.D. from UC Hastings (magna cum laude, Order of the Coif, Thurston Society) in 2009. At Hastings, Mr. Barreno was an active member of the Moot Court Program, serving on the board, competing twice nationally, and receiving multiple awards for writing and oral advocacy. Mr. Barreno also served as a Production Editor on the Hastings Law Journal. Concurrently with his law degree, Mr. Barreno received his Master of Public Policy from UC Berkeley in 2009. He received his B.A. in Mathematics and Philosophy from Northwestern University in 2004. Mr. Barreno is admitted to practice law in California.
