Dan Donovan
is a partner with King & Spalding’s Government Advocacy & Public Policy Practice Group in Washington, D.C. Since joining King & Spalding in 2007, his practice has focused on congressional and government investigations, corporate internal investigations, ethics and compliance matters, federal and state enforcement actions, and legislative and policy issues. Mr. Donovan provides crisis management counsel to corporations, trade associations, not-for-profit entities, and individuals with ongoing or potential government investigations involving high-profile legal, public relations, and political risks. He has developed a particular expertise in providing strategic counsel for anticipating and responding to congressional committee requests and subpoenas, preparing for high-profile hearings, and guiding clients through the unique challenges presented by congressional oversight investigations.
Before entering private practice, Mr. Donovan managed congressional investigations and oversight hearings in the U.S. Senate for eight years. As Senior Investigative Counsel to Senator Charles E. Grassley (R-IA), then Chairman of the Committee on Finance, he directed investigations of healthcare, pharmaceutical, and medical device companies on a broad range of regulatory compliance issues, including matters of drug and device safety, drug pricing, and fraud, waste and abuse in Medicare and Medicaid and other federal government programs. Several nationally publicized investigations led by Mr. Donovan culminated in congressional hearings, investigative reports, and regulatory or legislative initiatives that significantly affected the regulatory environment for healthcare companies. He developed particular expertise with the authority and rules of the U.S. Senate and an in-depth understanding of congressional oversight strategy. Mr. Donovan also handled policy and legislative matters, including the False Claims Act, the Medicare and Medicaid programs, and the Food Drug and Cosmetic Act and related statutes.
Before joining the Committee on Finance, Mr. Donovan served as Chief Investigative Counsel to the Chairman of the Committee on Small Business in the U.S. Senate, where he managed oversight investigations and hearings regarding consumer fraud and protection issues, including the quality of care in the nursing home industry. Mr. Donovan began his congressional career as Staff Assistant to the Chairman of the Senate Committee on Governmental Affairs, on the Special Investigation in connection with the 1996 federal election campaigns.
Mr. Donovan’s experience includes public speaking engagements on Congressional oversight and investigations.
