Dean A. Barclay

A counsel in the Firm's Washington office, Dean Barclay focuses his practice primarily on customs matters. Such matters involve US customs administration, enforcement, compliance, civil litigation, legislation and policy.

Dean has experience with nearly all substantive import regulatory issues that US Customs and Border Protection and Immigration and Customs Enforcement decide. Clients therefore seek his advice regarding a range of activities, including classifying imported goods, determining value, applying rules of origin, complying with marking requirements, pursuing the benefits of trade preference programs or Free Trade Agreements, undergoing compliance audits, filing prior disclosures, striving to mitigate proposed customs penalties, carrying out or submitting to customs-related investigations, trying to recover excessive duties assessed on foreign vessel repairs, running foreign trade zones and joining the Customs-Trade Partnership Against Terrorism.

Dean's work also extends to international trade areas such as trade relief, export compliance, trade policy, other regulatory matters, and civil litigation. Dean has helped clients from many industries (electronics, household goods, chemicals, steel, transportation, apparel, food, etc.).

Dean has composed briefs filed with the US Supreme Court, the US Court of Appeals for the Federal Circuit, the US Court of International Trade, and many federal agencies, as well as personally argued appellate issues before a three-judge panel at the US Court of Appeals for the Federal Circuit. Before joining White & Case, Dean worked in another prominent Washington law firm, and prior to that was a tenured Associate Professor of English at Elmhurst College in Illinois.

Dean is a member of a number of professional associations, including the Virginia Bar Association, the American Bar Association, the Customs and International Trade Bar Association and the Washington Area Lawyers for the Arts.
