Dennis Dean Kirk

Dennis Dean Kirk served as the Associate General Counsel (AGC), for Strategic Integration and Business Transformation, in the Office of the General Counsel (OGC), Headquarters, Department of the Army, from April 2007, to December 2012. As such, he led the Army Legal Services Business Transformation efforts under General Counsel Benedict Cohen, transforming the way legal services and products were provided to Army clients, in close cooperation and extensive coordination with partners from the Army Material Command's Command Counsel, the United States Corps of Engineers' Chief Counsel, and the Judge Advocate General's Office, as well as others in the Army OGC. For services as Associate General Counsel, he was awarded the Meritorious Civilian Service Medal, in addition to his prior award of the Decoration for Exceptional Civilian Service Medal, the highest award the Secretary of the Army can award to a civilian federal employee.

Prior to his service as Army OGC AGC, under a Presidential appointment, Mr. Kirk served from 2005 to 2007 as the Special Assistant to the Army General Counsel, organizing the first Army-wide Alternative Dispute Resolution Office and helped establish the Army-wide Lean Six Sigma system while earning his own Green Belt by completing projects that he used extensively to save the Army millions of dollars. Mr. Kirk restructured the legislative program of the Army OGC, and made outstanding contributions to the system that still endure today. He engaged as a Senior Ethics Counselor and also served briefly as a Senior Environmental attorney. In the 2006 and 2007 years, Mr. Kirk served the Secretary of Defense as a special DoD Counsel, on assignment loaned from Army OGC, representing DoD, its Services, and its agencies, in multiple appearances before the United States Senate Armed Services Committee.

Prior to recent government service, Mr. Kirk was in private legal practice, as counselor and trial attorney providing legal services on complex litigation and legal multijurisdictional issues like construction, crane and rigging, transportation, corporate, legislative, structural, management, and political issues; OSHA, DOT, and DoD negotiations; rule making positions at regulatory agencies; business transformation; creation of self-regulating structures for national cranes and lift man platforms getting OSHA adoption for national use, and reorganizations of businesses.

Mr. Kirk represented civil servants and individuals on national security and ethics cases before their agencies, including the CIA, DOE, DOS, and DOD; such as handling State Department Mobile Security Division operator issues from Panama, clearing mission operatives and diplomatic staff; served as lead counsel in multiple jurisdiction litigation with NSF, DOJ-HQ, and US Attorneys; resolved government contract disputes by contractors to US Army and Interior; won agency protests, USDC-EDVA, and 4th Circuit actions, on military health information systems; obtained successful results obtaining national personal identification and security devices and tracking systems, selling US passport devices to DOS; and, appeared before Congress representing clients' interests and making testimonial appearances many times, including for example, the Specialized Carriers and Rigging Association on regulatory laws and transportation issues (1977-2004), and successfully defended certain civilian government and military officials involved in the Iran-Contra investigation (1985-1987).
