Emily M. Loeb

Emily M. Loeb is a special counsel in the firm’s Washington, D.C. office. She is a member of the Government Controversies and Public Policy Litigation and White Collar Defense and Investigations practices.

Ms. Loeb joined Jenner & Block after more than six years in senior positions in the Executive Branch. Most recently, she served as Associate Counsel in the Office of the White House Counsel, where she advised senior White House and Executive Branch Agency officials on responses to congressional and other investigations, risk management issues, and high priority litigation. Before joining the Office of the White House Counsel, Ms. Loeb served in several roles at the U.S. Department of Justice, including Senior Counselor and Acting Chief of Staff for the Civil Rights Division. During her time in the Civil Rights Division, Ms. Loeb directed the Division's response to congressional oversight and inspector general investigations, oversaw the Division’s legislative and policy initiatives, and led the Division's hearing preparations and strategy for the successful confirmation of Thomas E. Perez as Secretary of Labor. In 2012, she served as a special assistant U.S. attorney in the Eastern District of Virginia, where she prosecuted federal drug and wire fraud cases. From 2009 to 2010, Ms. Loeb was legislative and policy counsel in the White House Office of Legislative Affairs.

Ms. Loeb received the Attorney General’s Award for Exceptional Service in 2014 for her work on the Department of Justice team charged with implementing the Supreme Court’s decision in United States v. Windsor, which struck down part of the Defense of Marriage Act (DOMA).

Ms. Loeb graduated cum laude with a law degree from New York University School of Law in 2009 and magna cum laude from the University of Pennsylvania with a B.A. in political science in 2004.

She is a member of the New York and District of Columbia bars.
