Eric D. Hargan

Eric D. Hargan focuses his practice on transactions, health care regulations and government relations. He also concentrates on corporate law across a variety of industries, particularly corporate finance, private equity, structured finance, and mergers and acquisitions transactions. For health industry companies and investors, his experience as a senior official at the U.S. Department of Health and Human Services, combined with over a decade of experience as a transactional attorney, allow him to provide unique and advantageous insights to his clients.

Previously, Eric served in the position of Deputy Secretary of the U.S. Department of Health and Human Services. He also served as Regulatory Policy Officer of the Department, overseeing the development and approval of all HHS, CMS and FDA regulations and significant guidance. At HHS, Eric oversaw all operations, including Medicare, Medicaid, the regulation of food, drugs and medical devices, public health, welfare programs, medical research and other activities.

Eric has spoken widely and been published both in the United States and overseas on health-related topics, including Medicare and Medicaid reform, health law, medical device regulation, food safety, vaccines, quarantine, public health preparedness and pandemic influenza. He was a member of the U.S. government team at the inaugural U.S.-China Strategic Economic Dialogue in Beijing, worked with the Ministry of Health of Japan on food safety and importation issues, worked with the State Department’s Bureau of Arms Control to further biosecurity in developing nations and initiated and led the departmental group that developed the first responses to international food safety and importation issues in 2007.

Eric has also served as an expert witness on issues involving the federal physician self-referral and anti-kickback statutes.
