Gary Morgans is a partner in Steptoe's Washington office, where he practices in the areas of electric utility and hydroelectric regulation on behalf of the firm's electric utility clients. He advises clients in regulatory matters and proceedings relating to transmission access and service, bulk power sales, mergers, and corporate restructuring. He managed the firm’s representation of a major California public utility in its wholesale and retail transmission rate case at the Federal Energy Regulatory Commission (FERC), and managed the firm's representation of a large northeastern utility in its wholesale transmission rate case at FERC. He has also defended public utilities against complaints about transmission access and in matters concerning allegations about utilities’ compliance with their standards of conduct, code of conduct, and transmission tariff.
Mr. Morgans worked at the FERC prior to entering private practice. He worked in the Office of General Counsel's hydroelectric licensing section during 1978-84, where he supervised the preparation of FERC orders and litigated a lengthy hydroelectric licensing case. During 1985 he served as a legal advisor to Commissioner Charles G. Stalon in the hydroelectric and electric rate areas and as Chairman Raymond J. O'Connor's hydroelectric licensing assistant. Mr. Morgans joined the Commission's electric litigation section in 1986, serving as Supervisory Trial Attorney during 1987-89.
He joined the firm of Newman & Holtzinger, P.C. as an associate in 1989, and became a partner in 1993. Mr. Morgans joined the firm of Steptoe as a partner in 1994 when the electric practice group at Newman & Holtzinger merged its practice with Steptoe.
Mr. Morgans received a Bachelor of Arts in economics in 1975 from Trinity College, Hartford, Connecticut, where he was elected to Pi Gamma Mu and served as student government president. Mr. Morgans received his J.D. from Georgetown University in 1978.
