Gloria L. Freye

Gloria’s experience includes land use, zoning and commercial real estate transactions. Her areas of concentration include the zoning, permitting and development of residential, office, commercial and industrial properties, and telecommunications facilities. Her clients include banks, national retailers, hotels, restaurant chains, manufacturers, developers, builders and communications companies. Her practice also includes commercial real estate transactions and construction contracts. She has represented private developers and construction companies in drafting and negotiating Public Private Education and Infrastructure Act contracts with local government officials.

She is a founding member of the Greater Richmond Association of Commercial Real Estate, and is a member of Commercial Real Estate Women. She currently serves as chair of the management committee of the Richmond District Council of the Urban Land Institute. Through her committee work in these organizations and advising local municipalities, she has been instrumental in shaping local land use policy and regulations.

She is also an ABA-trained mediator and has experience mediating various types of disputes. Her practice has been built upon finding real world solutions drawn from understanding and applying zoning law to the development issue at hand. Her interviewing, negotiation and mediation skills greatly enhance her ability to work with local officials and groups to build consensus and resolve issues.

She has been recognized by her peers as a Super Lawyer, as one of Virginia's "Legal Elite," and is included in The Best Lawyers in America. She currently serves as the president of the Real Estate Circle of Excellence with the Virginia Commonwealth University School of Business.

Gloria was a law clerk for the Honorable A. Christian Compton of the Supreme Court of Virginia. She has been honored as a member of Omicron Delta Kappa.

Gloria has served as a mentor to a group of “Young Leader” members of the Richmond District Council of the Urban Land Institute sharing her knowledge, experience and contacts to help young professionals advance their careers. She has also served as a mentor to students in the Real Estate Program at Virginia Commonwealth University.
