Gregory H. Koger

Gregory H. Koger is a partner in Holland & Knight's Washington, D.C., office, where he practices in the areas of construction law, government contracts and commercial litigation. Mr. Koger represents owners, contractors, subcontractors and engineers in disputes involving complex claims and defenses, as well as advising clients on general regulatory and compliance matters.

Mr. Koger represents national and international clients in various dispute settings ranging from traditional two party disputes through complex multi-party litigation in various state courts, federal district courts and other forums. His experience encompasses all aspects of litigation, including trials, arbitrations, mediations and administrative appeals involving delays, inefficiencies, differing site conditions, defective work and terminations. He has represented clients involved in disputes concerning power and energy projects, infrastructure projects, large commercial office buildings and multi-family residential projects.

Mr. Koger routinely advises clients on a variety of issues concerning federal, state and local government contracts. This includes initiating and defending claims, bid protests and other contract actions before the General Accountability Office (GAO), the United States Court of Federal Claims and various administrative boards. Mr. Koger further counsels clients on compliance issues, audit requirements and other federal regulatory matters.

Mr. Koger’s transactional and project administration experience spans a broad range of client-oriented legal services. He regularly negotiates and drafts various construction contract documents and other industry-related materials. Mr. Koger serves as an associate editor of Holland & Knight's Construction Group’s Newsletter/Alerts, which are designed to highlight noteworthy industry-related events and are distributed to the firm’s construction-related contacts.

Additionally, Mr. Koger has spoken before numerous groups and industry professionals, such as procurement and contracting officials with the United States Department of Agriculture, graduate students at The Johns Hopkins University School of Continuing Studies and members of the District of Columbia Chamber of Commerce, on a wide array of topics and issues concerning construction and government contracts.

Prior to entering private practice, Mr. Koger served as a judicial law clerk for the Honorable Durke G. Thompson of the Sixth Judicial Circuit of Maryland. Before entering law school, Mr. Koger was a sworn law enforcement officer with the United States Capitol Police, in Washington, D.C.
