Haley A. Boyette

Haley Boyette, a senior associate in the firm's International Trade and Investment Group, counsels clients on a full range of trade issues, with a focus on economic sanctions, anti-money laundering and export control licensing, compliance, and enforcement matters. She provides advice and representation to clients before the U.S. Departments of Treasury, Commerce, State, and Defense.

Haley assists financial institutions and insurers, as well as universities and companies, in complying with economic sanctions laws impacting cross border transactions, financing and payments, including compliance with the regulations of the Treasury Department's Office of Foreign Assets Control (OFAC), and enforcement matters before that office. Haley counsels companies in the medical device, pharmaceutical, telecommunications, technology, encryption software, engineering, and defense sectors in complying with the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), including complicated, multi-country compliance, enforcement, and licensing matters. Haley also specializes in counseling clients on matters involving the U.S. government's anti-boycott regulations.
