Hart M. Passman

Hart Passman is a partner in the Chicago office of Holland & Knight. He practices in the area of land use and local government, representing both municipalities and private sector clients.

As counsel to various Illinois municipalities, Mr. Passman drafts and negotiates numerous zoning variations, special use permits, planned unit developments, annexation agreements and development agreements. He also prepares many comprehensive local ordinances, including zoning codes, subdivision regulations, liquor laws and landscaping ordinances. Mr. Passman also counsels his municipal clients on a variety of code enforcement, licensing and regulatory affairs and on statutory obligations such as the Open Meetings Act and the Freedom of Information Act. Mr. Passman is well-versed in Illinois' electricity aggregation program, having served as counsel to the North Shore Electricity Aggregation Consortium, a union of eight suburban municipalities that has achieved substantial cost-savings for their residents and small businesses.

Mr. Passman has also worked extensively on land use and zoning issues for private sector clients. His favorable outcomes include local approvals for annexations, subdivisions, planned developments and other zoning relief necessary for developments ranging from large shopping centers to mixed-use developments to office buildings. He has negotiated a variety of public-private partnership agreements, including sales tax sharing arrangements and other economic incentive programs. Mr. Passman has represented clients before municipalities, counties and the Illinois Liquor Control Commission.
