Herbert A. Glaser

Prior to joining DOE’s Loan Programs Office as Chief Counsel in November 2015, Herbert A. Glaser was in private practice with the international law firm of Haynes and Boone, LLP. Mr. Glaser previously served as managing partner of the firm's Washington, D.C. office and head of the firm-wide Projects practice.

He previously served as Executive Vice President and General Counsel of OptiGlobe, Inc., a leading Internet infrastructure company, as Vice President and Associate General Counsel of Edison Mission Energy, a global independent power producer, and as Associate General Counsel of the Overseas Private Investment Corporation.

Mr. Glaser has been recognized frequently by Chambers and Partners, Best Lawyers in America, and other peer-reviewed publications as a leading practitioner in the fields of project finance and energy law.

He is an honors graduate of Kalamazoo College and the University of Michigan Law School.
