Ian D. Volner

Ian Volner focuses his practice of law on direct marketing, mass media, and postal issues.

Mr. Volner has litigated before federal and state courts, the FCC, the FTC and the Postal Regulatory Commission on the full range of direct marketing and communications issues, resulting in savings of millions of dollars annually. He has testified before Congressional committees on numerous occasions on behalf of clients and actively participated in the drafting of a number of major legislative initiatives at both the federal and state level. He and his colleagues regularly provide advice and counsel in transactional and regulatory compliance matters to direct marketers, mass media companies, and other consumer service and consumer product enterprises.

Significant Matters
In recent years, Mr. Volner's practice has paralleled the active pace of the convergence of marketing and communications as technology has opened up new vistas of information dissemination. At the same time, the information age has precipitated changes in the role of government and the scope and nature of regulation in all aspects of advertising, marketing, mass media and communications. Most recently, Mr. Volner has been a key architect in the promulgation of the Postal Accountability and Enhancement Act, the culmination of a decade of effort to revamp the United States Postal Service and assure its continued viability as a communications channel in the 21st century. He has participated in virtually all major rulemaking proceedings before the Federal Communications Commission and the Federal Trade Commission on matters governing privacy, telemarketing and e-mail marketing, and has successfully defended these industries in opposition to regulatory initiatives that would severely and unnecessarily impair the efficacy of these channels of communication.
