Jacob J. Harper is an associate in Morgan Lewis's Healthcare Litigation Practice. Mr. Harper focuses his work on regulatory and fraud and abuse matters concerning a varied assortment of healthcare organizations and entities. He is significantly experienced in assisting healthcare providers with reimbursement appeal matters.
Mr. Harper has been involved in the representation of hospital systems, hospices, physicians, pharmaceutical and medical device manufacturers, and other healthcare industry participants in negotiating and complying with HHS-OIG Corporate Integrity Agreements, implementing effective compliance programs, and navigating complex regulatory pathways on both the federal and state level. He is experienced in medical coding, billing, and reimbursement issues; fee-splitting, Stark law; and antikickback matters; and exclusion and civil monetary penalty actions taken by HHS-OIG. In addition, Mr. Harper frequently reviews and revises healthcare service agreement contracts on behalf of billers, specialty care providers, and electronic medical records vendors.
Prior to joining Morgan Lewis, Mr. Harper served as a law clerk at HHS-OIG and as a senior litigation paralegal at a national healthcare law firm, focusing on fraud and abuse matters.
Mr. Harper received his J.D. from American University, Washington College of Law in 2013, where he was the editor-in-chief of the Health Law & Policy Brief and the business and marketing editor for the American University Business Law Review. He received his B.A. in classics from Middlebury College in 2007. He is also a Certified Medical Reimbursement Specialist through the American Medical Billing Association.
