James C. Fraser

James Fraser is a litigation partner with extensive experience in the areas of product liability litigation, commercial litigation, and criminal litigation. He has won verdicts in jury and bench trials, and has successfully briefed and argued appeals in state and federal appellate courts.

As a member of Venable’s Product Liability and Mass Torts Group, Mr. Fraser has represented pharmaceutical and medical device manufacturers in product liability cases throughout the United States. He has had primary responsibility for legal briefing, including Daubert and dispositive motions, in pharmaceutical multi-district litigation (“MDL”) proceedings in the Southern District of New York, the District of New Jersey, and the District of Minnesota. Mr. Fraser has also drafted Daubert, Frye, and/or dispositive motions in pharmaceutical and/or medical device cases in state trial courts in California, Florida, Maryland, Ohio, Pennsylvania, and Texas, as well as appellate briefs in pharmaceutical cases in the U.S. Courts of Appeal for the Second and Eleventh Circuits. He has also represented businesses of all sizes in commercial litigation matters in Maryland and the District of Columbia.

Mr. Fraser began his career in the Air Force JAG Corps, where he prosecuted Air Force members in military criminal trials and administrative proceedings. He also served as a Special Assistant United States Attorney, responsible for prosecuting civilians in federal district court for misdemeanors committed on military land. He later served in the Air Force Trial Defense Division, where he represented Air Force members throughout the eastern United States in criminal and administrative proceedings. He also served in the Air Force Appellate Counsel Division, where he represented the United States in over 50 criminal appeals.
