Jane I. Ryan

Jane Ryan is a partner in Steptoe’s Washington office where she is a member of the Electric Group in the Regulatory & Industry Affairs Department. She has practiced in the energy law area for nearly 30 years, principally in contested proceedings.

Regulatory Practice
Ms. Ryan litigates disputes involving regulated transactions before the Federal Energy Regulatory Commission (FERC) and in federal courts of appeal. Her administrative practice has focused on such matters as utility mergers, municipalization, stranded costs, and power supply and transmission service agreement disputes, including several arising out of industry restructuring in various regions of the United States. Since 2003, she has actively participated on behalf of Southern California Edison Company in the ongoing refund proceedings associated with the California energy crisis and has effected settlements with multiple parties in those proceedings. Ms. Ryan also advises electric utilities on arrangements involving the purchase, sale, and transmission of electric energy.

Commercial Litigation & Dispute Resolution
Ms. Ryan has represented energy clients in a variety of complex civil matters before state and federal courts and in arbitrations. Such matters have included contract and tort actions involving failures at nuclear power plants, power supply, coal transportation, and transmission service disputes, and RICO claims. Ms. Ryan also has served as an arbitrator in disputes involving transmission service agreements.

Pro Bono
Since 2006, Ms. Ryan has been lead counsel, in conjunction with the Bazelon Center for Mental Health Law, in seeking compliance by the District of Columbia Government and Public Schools with a consent decree requiring them to rectify their failures to meet federal law requirements governing special education services.
