Jeffrey B. Kirzner

Jeff Kirzner leads the construction practice in Irvine, which is fully integrated into Jones Day's multidisciplinary national and international construction team. Jeff advises clients on public contracting issues for local, state, and federal procurements and in negotiating and administrating contracts for public and private projects, including design-build agreements and EPC contracts. He has extensive experience with mediations, arbitrations, and specialized forms of ADR used in the construction industry, as well as all aspects of construction litigation and other forms of complex litigation. Jeff's experience also includes energy matters, including solar projects, pipelines, deep water facilities, power plants, and LNG facilities.

Jeff recently represented the Orange County Transportation Authority (OCTA) in resolving more than $100 million in claims arising from the first design-build freeway project in California and assisted an owner in successfully completing an EPC project for a major new LNG facility on the Gulf Coast. Over the past 20 years, Jeff has worked with owners, contractors, and engineers on billions of dollars worth of projects, including AECOM, Chevron, Chevron Energy Solutions, the Los Angeles County Metropolitan Transportation Authority, the Los Angeles Unified School District, OCTA, Sempra Energy, and URS Corporation.

Jeff is a member of the ABA Forum on the Construction Industry and regularly speaks on topics of interest to the construction industry. His recent publications include "Truth or Consequences: California False Claims Act," Los Angeles Daily Journal (October 21, 2009). Jeff is the hiring partner for the Irvine Office and is involved in training new lawyers and trial practice associates.
