Practice & Background

Before joining Akin Gump, Mr. McMillen was the staff director of the House Ways and Means Committee’s Subcommittee on Select Revenue Measures, where he served under Committee Chairman Bill Thomas (R-CA) and Subcommittee Chairman Jim McCrery (R-LA). During the course of his tenure with the Committee, Mr. McMillen assisted in drafting the Energy Tax Policy Act of 2003, developing the Jobs and Growth Tax Relief and Reconciliation Act of 2003, and crafting the American Competitiveness Act of 2002 and the Community Solutions Act of 2001. Previously, he served on the staff of the Committee’s Subcommittee on Oversight. Before joining the government, Mr. McMillen was the tax counselor for the 3,000-member American Electronics Association.

Mr. McMillen received his J.D. in 1994 from the Washington University School of Law, where he was the articles editor of the Washington University Law Quarterly, and his LL.M. in taxation from the Georgetown University Law Center in 2000.

Mr. McMillen has been featured in a CLE series for in-house counsel titled “After the elections – What’s next? A preview of tax and business legislative issues in the next Congress,” in Houston and Dallas, Texas.

advising a major Fortune 100 commodities business on tax and energy policy
advising a major Fortune 100 domestic manufacturer on tax reform issues
informing a Fortune 100 manufacturer on a variety of domestic and international tax issues, including tax reform
advising private equity firms on tax issues affecting the industry
advising an internationally owned U.S. business on tax issues, including tax reform
advising a major wind developer on tax and energy issues affecting the company
advising a major automobile manufacturer on international tax and energy regulatory issues.
