Joseph M. Catoe

Joseph M. Catoe is an associate in Morgan Lewis’s Energy Practice and is a member of the firm’s Government Contracts Practice. Mr. Catoe represents utilities and other clients before the Nuclear Regulatory Commission (NRC), the Department of Labor and other regulatory agencies, as well as the federal courts. Mr. Catoe’s practice includes advising on NRC licensing and enforcement proceedings, nuclear regulatory compliance, and enforcement actions. He assists with the representation of electric utilities and other clients in the nuclear industry on a variety of regulatory and litigation matters before the NRC, other agencies, and the federal courts.

Mr. Catoe has litigated bid protests and other disputes before the Government Accountability Office, the Court of Federal Claims, and the Court of Appeals for the Federal Circuit. He has counseled government contractors on a variety of federal procurement matters, including government and internal investigations and regulatory enforcement actions, as well as compliance issues relating to government contract formation, performance, administration, and disputes.

Mr. Catoe also advises clients on matters related to employee misconduct investigations, discrimination allegations, and whistleblower litigation.

Prior to joining Morgan Lewis, Mr. Catoe served as a nuclear-trained officer in the U.S. Navy. During his tenure in the U.S. Navy, he served on nuclear-powered warships and qualified as Chief Engineer.

Mr. Catoe earned his J.D., cum laude, from Georgetown University Law Center in 2002. He earned his M.A. from the University of San Diego in 1989 and his B.S., with honors, from the U.S. Naval Academy in 1980.

Mr. Catoe is admitted to practice in the District of Columbia and before the U.S. Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit and the U.S. Court of Appeals for the District of Columbia Circuit.
