Joy Heath

Joy Heath has more than 28 years of experience representing clients in the health care industry, including Certificate of Need matters, regulatory compliance, legislative strategies, Medicaid audits, and business transactions for health care companies.

Joy has focused her practice on CON matters, including advice on ventures requiring CON review, preparation and filing of No-Review Letters, Exemption Requests, Declaratory Rulings and other such submissions, as well as the initiation of appeals of CON decisions at the Office of Administrative Hearings and representation through discovery, motion hearings and full evidentiary hearings at OAH and in appellate courts.

Health care providers face particular challenges in their day-to-day business, whether it’s navigating regulatory hurdles or handling considerations that may complicate otherwise routine business transactions. Joy can assist with business transactions for health care providers, including the sale or acquisition of health care companies and financing for such transactions. Joy is experienced in representation of providers facing survey, certification and penalty issues. She can also assist with day-to-day inquiries and issues relating to provider operations. When it comes to state and Federal laws, Joy can provide counsel on how to stay in compliance with the range of existing laws applicable to health care providers.

Prior to joining Williams Mullen, Joy owned her own firm, where she practiced for 15 years. Before that, Joy headed the health care practice for the Raleigh office of Moore & Van Allen, PLLC. Before that, she practiced in Washington, D.C. with Akin, Gump, Strauss, Hauer & Feld, one of the nation’s largest law firms.

Joy is a graduate of the University of North Carolina at Chapel Hill with a degree in Public Policy and received her law degree with honors from the University of Florida in 1986. She is an active member of the Health Law Section of the North Carolina Bar Association and the North Carolina Society of Health Care Attorneys.
