Kendall C. Burman

Kendall Burman is a Cybersecurity & Data Privacy counsel in Mayer Brown's Washington DC office. Prior to joining Mayer Brown she served in the administration of President Barack Obama, most recently as Deputy General Counsel for the US Department of Commerce. In that capacity, she served as the chief policy expert for the Office of the General Counsel, developing and executing the department's priorities in areas such as cybersecurity, consumer privacy, intellectual property and international trade. Kendall assisted in implementing the Obama administration’s Consumer Privacy Bill of Rights as well as in drafting President Obama’s report on big data and privacy. She worked with US companies affected by the reaction to Edward Snowden’s unauthorized disclosures and helped engage with the European Union over the Safe Harbor framework. Previously, she served as Special Assistant to the President and Associate White House Counsel. In that role, her policy portfolio included science and technology, open government and intellectual property. In between her time in the administration, Kendall worked as a senior national security fellow for the Center for Democracy and Technology where she focused on reforming the Electronic Communications Privacy Act.

Kendall served as senior staff counsel for President Obama’s 2008 presidential campaign where she managed a team of in-house attorneys to support the campaign’s political, financial, and messaging goals. In this role, Kendall worked closely with the campaign’s media and data teams to address privacy, cybersecurity, and free expression issues.

Kendall is a Cybersecurity Fellow at the New America Foundation where one of her areas of emphasis is attracting more women to the field of cybersecurity.
