Kurt H. Jacobs

Kurt Jacobs represents clients on a variety of litigation and administrative regulatory matters, particularly in the area of energy regulatory law. He advises natural gas pipeline companies, shippers and LDCs with respect to federal energy regulatory matters, including FERC rate and certificate proceedings and compliance matters. He has experience litigating regulatory matters relating to oil pipelines, including matters relating to the Trans Alaska Pipeline System that included evidentiary hearings before the FERC and Regulatory Commission of Alaska and appellate proceedings before the D.C. Circuit. He represents electric utilities on matters relating to the deregulation and restructuring of the electric utility industry, including the preparation of asset purchase and sale, power supply and interconnection agreements relating to divestitures and related federal and state filings, and applications for market-based rate authority, including preparation of market power analyses.

Kurt received a B.A. degree summa cum laude from Yale University in 1982, where he was a member of Phi Beta Kappa. From 1982 to 1985, he was an Exceptions and Appeals Analyst in the Office of Hearings and Appeals of the U.S. Department of Energy. He earned a Juris Doctor degree from the Yale Law School in 1990, where he was Managing Editor of the Yale Journal on Regulation. Following law school, he clerked for the Honorable T.S. Ellis III of the United States District Court for the Eastern District of Virginia.

Kurt received the 2014 “Laura N. Rinaldi Pro Bono Lawyer of the Year Award” from the District of Columbia Bar for his outstanding commitment to pro bono service.
