L. Parvin Price

L. Parvin Price is a partner in the Indianapolis office of Barnes & Thornburg LLP. He is member of the Government Services and Finance Department and the Energy, Telecommunications and Utilities Practice Group.

Mr. Price focuses his practice primarily on utility and energy-related matters including natural gas, electricity and water. He also assists clients in the funding of various infrastructure improvement projects. Mr. Price represents investor-owned, cooperatively owned, or municipally owned utilities, as well as industrial or wholesale customers, before the Indiana Utility Regulatory Commission, the Indiana Department of Environmental Management, trial courts and appellate courts. He advises organizing groups on the creation of new operating entities interested in providing utility services in Indiana. He served as Indiana’s utility consumer counselor from 1981 to1985 as well as a deputy attorney general.

Mr. Price is a frequent speaker on issues of utility management and state agency regulation. He is general counsel for the Alliance of Indiana Rural Water and is a member of the Indianapolis and Indiana State Bar Associations; American Water Works Association; Indiana Rural Water Association; Indiana Regional Sewer District Association; Indiana Municipal Lawyers Association; Indiana Energy Association; Indiana Municipal Electric Association; and Electric Cooperative Bar Association. He was an elected member of the board of the Metropolitan School District of Pike Township from 1990 to 1998.

Since 2007, Mr. Price has been recognized on The Best Lawyers in America list. He has also received the state of Indiana’s highest civilian honor, the Sagamore of the Wabash, and a Concurrent Resolution of the Indiana General Assembly. He is rated "AV® Peer Review Rated," by his peers as listed in Martindale-Hubbell®.

After earning his B.A. from the University of Evansville in 1974, Mr. Price earned his J.D. from University of Louisville as part of the class of 1977. He is admitted to practice law in the state of Indiana and before the U.S. Supreme Court, the U.S. Court of Appeals for the Sixth and Seventh Circuits, and the U.S. District Court for the Southern District of Indiana.
