Margaret R. Stolfa

Margaret “Peg” R. Stolfa is a partner in the Boston office of Gordon & Rees. She has extensive experience in a wide range of environmental law, regulation and policy development. She represents clients in administrative matters including regulatory interpretation and compliance, strategic permitting and licensing, enforcement and adjudication. Her practice includes environmental due diligence, brownfields redevelopment and sustainability considerations in the context of complex real estate transactions and litigation support.

Having served for almost 10 years as the General Counsel of the Massachusetts Department of Environmental Protection (MassDEP) prior to entering private practice, she is uniquely qualified to represent clients before state, local and federal agencies on a wide variety of matters.

As General Counsel at MassDEP, Ms. Stolfa developed considerable experience with state, local and federal government operations and is experienced in practicing before administrative agencies, local boards and adjudicatory tribunals. She was responsible for the review and counseling provided on all regulatory, policy development and enforcement matters at MassDEP, an agency implementing more than 60 statutes and regulatory programs that businesses interact with every day. This experience allows her to provide strategic guidance that result in timely and comprehensive permitting outcomes that directly impact project success. Of particular interest to development clients is her work on the Commonwealth’s Brownfields Strategy, including participation in the Commonwealth’s Brownfield’s Advisory Committee and the Legislatures’ Joint Committee on Natural Resource Workgroup that developed the 1998 Brownfields Act. Her knowledge of the law and ability to navigate the regulatory and public policy process provide her clients with a distinct advantage in managing projects to a successful completion.
