Michael E. Kaufmann

Michael Kaufmann is special counsel in the Washington, DC office of Milbank, Tweed, Hadley & McCloy and a member of the firm’s Global Project Finance Group.

Michael Kaufmann’s brings more than 25 years’ experience in regulatory, litigation and transactional matters across multiple segments of the energy industry. Prior to joining Milbank, Mr. Kaufmann had practiced as a partner in private practice, a senior counsel at a leading competitive energy company, an appellate litigator in the Office of the Solicitor for the Federal Energy Regulatory Commission’s (FERC) and as an attorney-advisor in FERC’s Office of the General the Counsel.

Mr. Kaufmann’s experience includes work pertaining to competitive wholesale and retail electric energy markets, regional transmission organizations, capacity markets, renewable energy projects, utility and merchant electric transmission projects, generator interconnection, electric system reliability, federal and state regulatory compliance, federal and state carbon reduction initiatives, renewable portfolio standards, merchant power development, wholesale and retail power supply agreements, demand response, distributed generation, rate regulation, hydroelectric facility licensing, gas and oil transportation and industrial facility development.

Mr. Kaufmann is a former Assistant District Attorney in the New York County (Manhattan) District Attorney’s Office and a Trial Attorney in FERC’s Office of the Solicitor. He has conducted first-chair jury and non-jury trials, regulatory litigation before numerous state and federal regulatory commissions and appellate litigation involving matters of national significance before federal appellate courts.
