William E. Doyle Jr

William E. Doyle, Jr. is senior counsel in Morgan Lewis's Labor and Employment Practice. Mr. Doyle's practice focuses on statistical evidence of discrimination in employment class-action defense and prevention. Mr. Doyle regularly assists clients with statistical audits of personnel data to assess vulnerability for class claims of employment discrimination.

Prior to rejoining Morgan Lewis, Mr. Doyle served as the deputy director of the Office of Federal Contract Compliance Programs (OFCCP), the federal agency that enforces nondiscrimination requirements applicable to federal contractors. During his tenure as deputy director from 2001-2005, Mr. Doyle was the architect and principal drafter of OFCCP's proposed and final standards and guidelines on systemic compensation discrimination. In addition, Mr. Doyle founded OFCCP's Division of Statistical Analysis and hired the statistical unit's first director. Mr. Doyle worked closely with the Division of Statistical Analysis to develop OFCCP protocols on compensation, promotion, and hiring discrimination. Mr. Doyle also directly oversaw the agency's enforcement actions in pending compensation audits, audits in which an NOV alleging hiring discrimination was issued, and enforcement litigation.

Prior to his service at OFCCP, Mr. Doyle was in private practice representing employers. His practice focused on labor and employment litigation in federal and state courts, as well as federal and state administrative agencies. He has litigated claims under Title VII, ADEA, ERISA, NLRA, ADA, FMLA, and state statutory and common law.

Mr. Doyle received his J.D., cum laude, from Georgetown University Law Center in 1993, where he was the projects editor of the American Criminal Law Review. He received his B.S. in economics, focusing on econometrics, from Pennsylvania State University in 1990. Before college, he was a noncommissioned officer in the United States Marine Corps from 1984 to 1988.

Mr. Doyle is admitted to practice in the District of Columbia, Pennsylvania, Illinois, and New York and before the U.S. Court of Appeals for the District of Columbia Circuit, the U.S. Court of Appeals for the Federal Circuit, and the U.S. District Court for the District of Columbia.
