Charla Beth R Mobley

CB Mobley represents and advises clients on a broad range of federal, state and local environmental matters involving brownfields, spills and reporting, air, water, wetlands, coastal zone management, and hazardous materials and substances. Her practice also includes counseling clients regarding environmental impact review under NEPA, SEQRA and CEQR, and historic resources impact review requirements. She frequently advises clients regarding environmental aspects of complex corporate and real estate transactions and local land use matters.

Ms. Mobley represents a wide range of clients including private entities, industrial and commercial corporations, developers, public authorities and institutions, and municipalities. Examples of matters she has provided environmental counseling on include: a new subway line in Manhattan; the redevelopment of a 46-acre brownfield in Brooklyn; a new advanced scientific research center in Manhattan, new large scale developments across the greater New York Metropolitan area; and privately-held contaminated properties nationwide. She also represented foreign states before the United Nations Compensation Council regarding claims for environmental and natural resources damages caused by Iraq’s invasion and occupation of Kuwait.

Ms. Mobley holds undergraduate and graduate degrees in geology and environmental science. Her practice draws from over 20 years of experience in the environmental arena including working as an environmental consultant and manager in New York, Louisiana and Texas prior to attending law school.
