David Veator

David Veator represents clients in litigation, administrative and regulatory proceedings, serves as bond disclosure counsel and underwriter's counsel, and counsels clients with matters before government agencies, including financial services, energy and telecommunications matters. He also represents real estate interests, particularly in connection with transit-oriented development and other public incentives. David works on public private partnership initiatives and other transportation financing matters.

David joined the firm after service in the public sector in which he advised three Massachusetts Governors. He was chief legal counsel to Governor Swift, and later the senior transportation lawyer in Massachusetts government, when he served as general counsel to the Executive Office of Transportation. As chief legal counsel to Governor Swift, he advised her on all legal matters and represented her in all litigation involving her administration and represented her before the Supreme Judicial Court (SJC) seeking an opinion of the Justices. At the Executive Office of Transportation, he was responsible for all legal issues related to the Commonwealth's massive transportation capital programs, including all litigation, public finance, real estate disposition and public-private partnerships. He also represented the Governor in connection with "Big Dig" litigation. At the conclusion of his service in state government, David was appointed to the State Ethics Commission, the body charged with enforcing public integrity laws.

Prior to his work for the Commonwealth, David was a litigator in private practice for ten years, concentrating on sophisticated commercial litigation and managing complex product liability actions nationwide for a Fortune 200 client.
