Graham Holden advises electric utilities, petrochemical, and heavy industry manufacturers in the interpretation, administration, and enforcement of environmental laws regulating the quality of air, water, soil, and climate. He assists clients in the application, negotiation, and adjudication of environment-related air, water, and waste disposal permits. Graham's practice concentrates on regulatory compliance and permitting under the Federal Clean Air Act and related state air quality laws. He also advises on the creation of new air quality and climate-related laws and regulations.
Graham currently advises several electric utilities in complying with state and federal air and water quality laws regulating the operations of fossil fuel-fired power plants, hydroelectric facilities, and nuclear power plants. He assists engineers and project managers with obtaining construction and operating permits for greenfield sites or modifications to existing plants. From time-to-time he also assists with advising petroleum companies and engineers on legal issues related to reservoir engineering, well design, drilling, and control.
Graham is a member of the State Bar of Georgia (Environmental and Real Property Law Sections), The Florida Bar, the American Bar Association (Administrative Law and Natural Resources Law Sections), the Air & Waste Management Association, the Environmental Law Institute, and the Georgia Electric Membership Corporation Counsel Association.
