George D. Billinson

George D. Billinson is of counsel in Morgan Lewis's Energy Practice. Mr. Billinson has more than 25 years of experience in regulatory, complex litigation, and antitrust matters. His practice focuses on Federal Energy Regulatory Commission (FERC) matters, including investigations and audits, regulatory compliance, antitrust, and litigation. Mr. Billinson's prior experience as a general counsel, as a FERC staff member in the Office of Market Oversight and Investigations, and as a partner in another prominent law firm give him a unique perspective on the issues facing our clients.

Prior to joining Morgan Lewis, Mr. Billinson was an attorney-adviser with the Enforcement Division of FERC's Office of Market Oversight and Investigations. There, he led numerous investigative teams and probed utility compliance with FERC's regulatory requirements. Among his accomplishments, Mr. Billinson headed an investigation of a company's responses provided to FERC in a previous investigation, which culminated in a settlement of $4 million. He also was a member of the team that negotiated the resolution of an audit of a utility's Standards of Conduct, Codes of Conduct, and Open Access Transmission Tariff compliance.

Prior to entering public service, Mr. Billinson served as general counsel of Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy. While at BGE, he was involved in all aspects of utility operations and oversaw compliance with FERC and Maryland Public Service Commission regulations. Mr. Billinson's involvement in regulatory matters included rate proceedings, utility restructuring initiatives, and the development of, and compliance with, affiliate standards of conduct applicable to Constellation Energy's utility and nonutility subsidiaries. He headed the trial team that won approval of the company's restructuring settlement, including the recovery of $1 billion (pretax) in stranded costs. Mr. Billinson was significantly involved in all matters affecting the company's lines of business, including strategic planning, analyzing potential business opportunities, and analyzing and implementing efficiency/cost-cutting enhancements.

Before joining BGE, Mr. Billinson was a partner at another prominent Washington, D.C. firm, where he practiced antitrust and complex commercial litigation and was heavily involved in compliance efforts and internal investigations for a number of clients in other industries.

Mr. Billinson is admitted to practice in the District of Columbia and Maryland and before the U.S. District Court for the District of Columbia and the U.S. Court of Appeals for the District of Columbia Circuit.
