Harold H. Fox

Harold H. Fox is co-chair of Steptoe's Intellectual Property Group and head of the patent prosecution team based in the firm’s Washington office. His practice covers strategic intellectual property counseling, including strategic patent advice to clients in the context of patent portfolio development, post grant proceedings, product life-cycle management, patent enforcement actions, and intellectual property portfolio evaluations.

In 2013 and 2014, Intellectual Asset Management magazine’s “IAM Patent 1000” named Dr. Fox as a leader in DC patent prosecution, and his clients told the publication that “he lives and breathes his clients’ technology. He is strategically smart, responsive, and always on top of things to the very end.” Dr. Fox is also ranked in Chambers USA as a leading practitioner in DC in the in the category of patent prosecution, and the publication notes that he “is much admired for his command of matters involving a truly impressive range of technical and scientific disciplines, from biotechnology through nanotechnology to materials science.”

Dr. Fox is experienced in all areas of chemistry, biotechnology, pharmaceuticals, biologics, nanotechnology, physics, chemical engineering, mechanical engineering, medical devices, business methods, and materials science. Additionally, he has addressed intellectual property issues in government contracts and handled trademark and domain name issues.

He has handled numerous reexaminations and has been lead counsel in a number of post grant review proceedings, including inter partes review and covered business method proceedings. His patent litigation experiences include advising and representing clients in US District Court litigation as well as Section 337 patent infringement investigations before the US International Trade Commission.

Dr. Fox has published numerous research articles in publications such as Science, the Journal of the American Chemical Society, the Journal of Organic Chemistry, Macromolecules, and Organometallics.
