Jay Coulby is a partner in the firm's Washington, D.C. office and a member of the firm's Intellectual Property Practice Group. Mr. Coulby has an international practice focusing on preparing and prosecuting domestic and international patent applications in the biotech, chemical, pharmaceutical, medical device, green technology and life science arts; preparing opinions and counseling clients on the issues of patentability, validity and non-infringement/freedom-to-operate; drafting and negotiating licenses, confidentiality non-disclosure, settlement, and joint research and development agreements; managing worldwide intellectual property portfolios; and strategic planning and counseling. Prior to joining Quarles & Brady, Jay was a partner at a well-known D.C. firm.
Mr. Coulby has experience in basic and applied research for the government and in private industry in the areas of molecular biology, including research in the areas of the molecular basis for bacterial and viral pathogenicity, prokaryotic and eukaryotic gene regulation, mammalian cell cycle regulation, DNA recombination, cancer genetics, and the development of cloning systems for vaccines and pharmaceuticals.
Before earning his law degree, Mr. Coulby was a research associate with the U.S. Army Department of Bacterial Immunology at the Walter Reed Army Institute of Research; a biologist in the DNA Recombination Group, Molecular Biology, Central Research and Development, at E.I. du Pont de Nemours & Co., Inc.; and a molecular biologist in the Research & Development, Molecular Biology-Genetics and Cancer Biology Department at the DuPont Merck Pharmaceutical Co. Mr. Coulby was awarded the Graduate Student Research Award granted by the American Society for Microbiology for his work in the manipulation and cloning of DNA for use in vaccine development. Mr. Coulby is an author or co-author of numerous scientific articles published in leading peer-reviewed journals.
His practical experience in the lab, combined with his years of legal experience, enables him to assist clients in a number of intellectual property and technology matters not only from an experienced patent practitioner's view, but from a scientist's view as well.
