Timothy J. Shea

Timothy J. Shea is a principal in Bingham Consulting and of counsel at Bingham. Prior to joining the firm, he served as chief of the Massachusetts Attorney General’s Public Protection Bureau and also as a federal prosecutor. He has an in-depth understanding of the legal, regulatory and legislative issues that are important to the business community, and he provides counsel on bridging the gap between business and government.

As chief of the Public Protection Bureau, Tim served as an assistant attorney general and senior adviser to Attorney General Thomas F. Reilly. He was responsible for a variety of cases, including U.S. v. Microsoft, In Re: The Rehabilitation of Harvard Pilgrim Health Care, regulatory proceedings related to automobile insurance rates, antitrust review of banking and other industries, life insurance unfair sales practices matters, regulatory proceedings related to telecommunications, and regulatory reviews of utility mergers.

From 1997 to 1999, Tim served as chief counsel and staff director of the U.S. Senate Permanent Subcommittee on Investigations, a position once held by former U.S. Attorney General and Sen. Robert F. Kennedy. In this capacity, he was responsible for developing and conducting congressional investigations into government waste, fraud and abuse, criminal matters, and regulatory activities.

Tim served as assistant U.S. attorney in the Eastern District of Virginia from 1992 to 1997. An experienced federal prosecutor, he handled dozens of criminal trials in U.S. district courts and argued many cases before the Federal Court of Appeals. As an associate deputy attorney general, Tim served in the Justice Department in Washington, D.C., from 1991 to 1992, advising the attorney general and deputy attorney general on a variety of legal and policy matters. He was a member of the Senior Executive Service.

Tim was a staff member on the U.S. House Appropriations Committee from 1984 to 1991 and began his career as legislative director in the office of U.S. Rep. Silvio O. Conte in 1982.

Tim is also an adjunct professor at Boston College.
