David E. Evans

Dave has served as chair of the firm’s environmental practice group and has practiced environmental and natural resources law for more than 35 years. During that time, he has represented clients throughout the United States on a wide range of issues, including federal and state rulemaking, permitting, and enforcement. His clients include wastewater and storm water utilities, manufacturing and mining companies, agriculture, and developers.

His practice also focuses on innovative solutions for water supply, storm water and sanitary sewer systems. He regularly practices before the U.S. Environmental Protection Agency's Environmental Appeals Board, and before the federal and state courts. His practice focuses on innovative and market-based solutions to water-related and climate change issues, including cap-and-trade programs. For example, he played a major role in the development and passage of Virginia's Chesapeake Bay nutrient credit exchange legislation, which established a cost-effective, market-based approach to achieving and maintaining the nitrogen and phosphorus reductions required by the Chesapeake Bay Agreement and subsequent Chesapeake Bay Total Maximum Daily Loads.

Prior to joining McGuireWoods, Dave was an assistant attorney general with the Virginia Attorney General’s Office where he represented the Commonwealth’s environmental agencies. While earning his law degree at the University of Richmond, he was a member of the McNeill Law Society. Dave has also served as an adjunct professor of environmental law at the University of Richmond School of Law.
