David W. Sweeney

David Sweeney works with clients on a variety of real estate, governmental and finance matters, such as public finance, municipal and public law, government affairs, zoning, land use, tax increment financing, community improvement districts, and other development incentives. Mr. Sweeney’s experience ranges from drafting and overseeing implementation of legislation regarding tax increment financing, community improvement districts, special business districts, transportation development districts and property tax abatements to representation of governmental entities in a variety of real estate development and finance matters.

As the former chief legal counsel for the St. Louis Board of Aldermen, Mr. Sweeney has extensive experience handling government-related legal matters. While at the Board of Aldermen, Mr. Sweeney managed the legislative body of a city of 300,000 in conformance with applicable legal requirements and drafted hundreds of ordinances respecting a variety of municipal and public law matters. He also has advised and counseled government employees on legal issues related to pending and enacted legislation, budgetary matters and development incentives. David works with developers, businesses, government officials, lobbyists and local, regional and national media representatives to provide legislative and Board policy information, to assist in formulation and implementation of government programs and strategies and to provide representation in connection with implementation of development incentives in projects.
